You got that Error because you were running the Program compatibility Assistant, which you can disable in the Settings section. That program WILL NOT allow you to install .Dll files from "unverified sources". The only way to install 3D Mark, or ATI Tool, or RIVA is to disable it.

Woouldnt work on 7 x64, keeps saying openal32.dll is missing...trust me I downloaded and installed it, but still wont work. Maybe 06 isnt for 7, im new to this stuff
Would like to add that it did install good. Probably 06 is for XP or below only. Getting vantage right now
