Un agente dell'FBI, Eric O'Neil, viene promosso nella nuova divisione del quartiere generale, ma il suo compito é alquanto ingrato, infatti, dovrà smascherare il suo capo e mentore, Robert Hanssen, accusato di essere un traditore e di aver venduto informazioni all'Unione Sovietica. Senza nessuna copertura e nessun appoggio, O'Neil si troverà in mezzo ad un gioco di spionaggio molto pericoloso. Il film é ispirato alla vera storia dell'agente Hanssen.
