What's about the translators? Can they do so?

+1 to this comment...i wanted to create a blog to advertise uploads and spent the better part of two hours trollllllling the site to find how...at no point did I run into a useful piece of info which explained exactly who could or couldn't start a blog....thanx Thhaque118102
