  This is my son's computer and he only wants one of software on here. He said if I download Mozilla I will have to delete IE. Isn't IE part of windows. Can I delete it?
Yes IE is a part of the system but you most definitely do not have to delete it if you install another browser and Firefox with adblock plus downloaded and installed on it will be a much much better option than IE.

You don't have delete it, all you have to do is designate your new browser as your default browser
You Definately Need to Upgrade from IE9 to IE8.
