You can report any comments that can be viewed as obscene, racist, hateful, threatening, or otherwise violative of any laws. All comments left on torrent files containing something else but the information about the torrent or just simple spam.
P.S.
Please note, that the administration might not agree that a reported torrent really violates the rules. If this happened a few times, there will be no problems, but if you constantly report normal comments as violative you might be warned or even punished.
