extremt farlige, och psykopatiske seriemördaren och psykiatern Hannibal "The Cannibal"
Lecter för att få reda på information om mördaren från honom.
När "Buffalo Bill" kidnappar en senators dotter ökar jakten efter honom ännu mer,
eftersom han måste hittas innan han hinner mörda och flå henne.
Det blir en kamp mot klockan som kräver att myndigheterna tar hjälp av Hannibal,
något som skall visa sig vara ödesdigert.
