its a program called rainmeter, its light on resources and helps you monitor your system stats. you can put a ton of stuff on there but mine is pretty simple.

rainmeter sure does is good mod for the desktop customization but it sure does make the pc slower and drains the battery a lot if you have a laptop

rainmeter is easy on resources if you dont have a ton of skins running. just like any program, the more you do with it the more it taxes your system (like having 15 tabs open in the browser)
