I can't spot any live torrents anywhere, butthis page, has some links to stream it (at least the gorilla vid link works for me) - it's not top quality but it's definitely watchable.

Nice challenge! I wasn't familiar with the movie but I found the trailer at Imdb, and it appears to be the guy who walks past the camera at 0:25 - and just luckily he opens his mouth and says 'Best looking bad luck I ever saw'. A quick search tells me the character is Hoag, played by Andrew Howard - I've seen him before but didn't recognise him cos he usually has a shaved head.
Anyway - another search for 'Andrew Howard assassin' suggests the movie you might be looking for is 'Mr In-Between'.

Ha!! That looks to be the movie...the ending was totally messed up and I wanted to watch it again. Thanks!!! I asked many Brits and they all came up blank in the past.

I can't spot any seeded torrents under that title on Kat, but IMdb also mentions that it went under the title of 'The Killing Kind' in the US, so you could search for that as well :)
